Government of Angola and Alstom Sign MoU to Develop 50 km Blue Line of Luanda Metro

A New Chapter for Urban Mobility in Luanda: Government and Alstom Advance Blue Line Metro Project

The Ministry of Transport of Angola and Alstom signed a Memorandum of Understanding (MoU) today in Luanda, marking a decisive step toward the potential construction and operation of the Blue Line of the Luanda Metro.

The proposed line, spanning roughly 50 kilometers between Cacuaco and Benfica, is a key component of the capital’s Mobility Masterplan and aims to become a major structural corridor for daily commuters.

The project is designed to enhance urban connectivity, ease road congestion and stimulate new socio-economic opportunities, reinforcing the city’s competitiveness and long-term sustainability.

Minister of Transport Ricardo Viegas D’Abreu highlighted the importance of the partnership, stating that “this Memorandum of Understanding represents a significant milestone for the transformation of urban mobility in Luanda.

The partnership with Alstom reinforces our commitment to safe, resilient transport solutions aligned with sustainable development goals.”

Martin Vaujour, Alstom’s President for Africa, the Middle East and Central Asia, emphasized the long-term impact: “The construction and operation of the Blue Line of the Luanda Metro represents a structural investment in sustainable mobility, urban integration and the long-term development of the territory.”

Signed during the 7th AU–EU Summit, the MoU will enter into force on 24 November 2025. It launches a comprehensive technical, commercial and strategic evaluation phase that will support the final decision on moving forward with the project.
